Seems like six of one and a half-dozen of the other.
Someone will still have to take the time and trouble to send the url to
everyone. This is probably the same (or maybe a bit more) than the
effort required to enter a bunch of email addresses into the bulk
subscribe facility of the list.
Also, there may be a subset of people who have email, such as Juno, but
no web access. If one of them wants to sign up, some other intervention
may still be required.
I'd vote for signing up everyone who has an email address, en masse, as
a benefit of FARC membership.
If an individual doesn't want to be on the mail list, he or she can
either unsubscribe themselves, or ask to be removed from the list.
Human inertia being what it is, it's likely that some members, given the
opportunity to subscribe, won't. Similarly, some members, given the
opportunity to unsubscribe, won't. They'd really like to do one or the
other, but never quite get around to it.
If there's an error to be made, I'd vote to make on the side of getting
the word out to the most people, whether or not they made a discrete
choice to receive it. I don't think the amount of FARC list email will
be burdensome or spam-like by any stretch, but time will tell, and list
members can make adjustments accordingly.
