The Seminole County ARES/RACES group supports an EMCOMMs  PMBO on the 
Orlando LAN (145.07MHz,) of the Florida Layered Packet Network.  The call is 
N1FL and the co-located Telpac node is N1FL-10.  This is set up at the 
Seminole County EOC.  The N1FL PMBO is a fully-registered PMBO on the WL2K 
system here http://winlink.org/status/

The PMBO does not run any radio ports nor a Telnet Server, so therefore only 
has one function:  To become a local Hubbing PMBO when the LAN is inside the 
Last Mile (i.e. when there is no internet connection at any accessible 
TelPac node.)  This will require local Paclink/Airmail users to be able to 
reach the N4PLZ-10 Telpac directly or over the packet network.

Other Telpac nodes presently on the Orlando LAN include N3PPC-10 and 
W8EHH-10.  The LAN  FPAC node/switch is N4PLZ-8/9 and address 407277. The 
N0IA-10 TelPac node on 144.91 (DeLand LAN)  in Volusia county may also be 
used.  The DeLand node/switch is N0IA-8/9 and the address 386355.

The N0IA WL2K PMBO has a packet port that can be reached via the local 
packet network. [N0IA,407274]  The N0IA PMBO scans the following HF QRGs:

Scan Center Frequencies - 14-16 seconds scan time:

7063.9 10133.9 14074.9 14098.7#
3626.9 (0000Z-1200Z) 18106.2# (1200Z-0000Z)

The N0IA PMBO would become a hubbing PMBO in the event of Last Mile loss of 
internet connection in the area.  Emergency power, while available, is not 
auto change over.

Comments:

Each ARES group (or groups of neighbors) should support an EMCOMMs PMBO with 
a co-located Telpac node.  This is best located at a hardened site, 
preferably the EOC.

There needs to be many TelPac nodes accessible throughout the area of the 
ARES group's jurisdiction / coverage. Not all these Telpac nodes have to be 
at hardened sites.  They can be at ham's QTHs or spotted anywhere there is 
an internet connection available, even dial up, and antenna space.  With 
many Telpac nodes available, if one or more fail there may be others still 
working unless the Last Mile covers an extremely large area.

It is best if the EMCOMMs PMBO runs a telnet server.  This is strictly for 
Mutual Aid Communications to support other ARES groups.  If most EMCOMMs 
PMBOs do not run Telnet servers, the system will not work to the efficiently 
it has been designed. If your ARES EMCOMMS PMBO supports a telnet server, it 
has significant value to a distant ARES group when that group is on an 
incident; even more so if your PMBO has an HF port!  Your ARES group will 
appreciate a distant group providing this Mutual Aid Communications service 
for your incidents.

My recommendation is that all EMCOMMs PMBO in Florida (and elsewhere) run 
telnet servers and HF PacTOR or SCAMP (once available.)  If at least one 
EMCOMMs PMBO in each ARES District in Florida had an HF port, there would be 
less and less need for hubbing.  Of course this requires that one or more 
tactical ARES stations have HF digital capability (Airmail or SCD.)

No - but coordination of HF frequencies will be needed once we have a few HF 
EMCOMMs PMBO available.  On vhf this is taken care of through LAN 
coordination throughout the state.

To support EMCOMMs the local and state-wide packet network infrastructure 
must be in top-notch shape.  All ARES groups should support this effort just 
as they support voice repeater infrastructure.
