[FADCA] "Packet Node Project"?

I received an email from a Dick Sisson, W5ONL
The Packet Node Project
w5onl at hotmail.com

He wanted me to give him an update of the status of devices I had listed 
with TAPR and on the FADCA web site.

He said "We are a non-commercial venture. Our intent is that the information 
we
compile will be available to help guide development of the packet radio
network in your area."

Did anyone else receive a similar message?  What is going on with this?
