[FADCA] FADCA technical conference

TPALAN is hosting a FADCA technical conference similar to what we
attended in Sanford, FL a while back. This FADCA technical conference
will be held August 20th at the Hillsborough County EOC from 8 AM until 5 PM .

Please let's here some chatter on here so Chuck can start to get a 
head count for this event. The last one went so well so it is time to 
have another. Let's get this thing rolling!!!
