[FADCA] W4MIN back on the air!

I have a cell site near K4OKE and power is still out at that location. It is
a VERY good possibility that the power is still out at the switch.

FPL reports est. restoral is 8/17

I was successful on Monday on re-installing coaxes and antennas at my EOC.
The W4MIN and the KN4YT switches are fully functional again. When I try and
connect across the state to N4XEO, I can not get any further than KK4LI. Is
K4OKE off the air?

My next project is getting PACLINK working again.
