[FADCA] MSR-2000 as packet radio?

Motorola makes a data version of the radio called a VRM. I happen to have
190 of them in service as part of our Automatic Vehicle Location system at
work. These are the 800 MHz version. So far, so good! They work well for
data.
Ours use Motorola's DataTac protocol and operate at 19.2 Kbps full duplex.
