This is a easy one, it does require that all voice users use PL or DPL, If there
is some form of PL present you detect it and pass the voice signal.
If there is data, you use the DCD line to open the voice path and the
regenerated
data is injected into the modulator.
I helped set up 30+ sites in Louisiana for just such a system. If you
want to do COR
then you turn off data if there is only carrier, if there is carrier +
data then you open
the voice path.
I do not recommend using COR only you will get a lot of false burst in
the middle
of data transmissions that will cause retries.
