[FADCA] More FPAC Linux neat stuff.

I finally got the fellow at Motorola to call me back. I told him what we are
discussing and he said we needed to determine how we could keep the repeater
from retransmitting the received 9k6 signal until the digital regenerator
keyed the transmitter and provided the data. Otherwise we were likely to end
up with corrupted data being transmitted ( two sets of the data being sent.)
I will call Linda and talk with her as I need to know exactly how the
digital regenerator will be working. Without making some assumptions that
may turn out to be wrong.
