[FADCA] Updating Digital Network Support for EMCOMMs

Don't the tower companies get to take off there taxs any revenue they loose
as a space  if the space is used as a public service  I know the state of
Florida does except the certificate  Now that Cell phones have all but made
the pager extinct  looks like there would be space as no self respecting
cell provider would locate on the same tower as  the compitition just build
another across the street
I have been trying to attract a tower company to my area
 for a cell tower for years now with no luck  maybe the building boom is
over and with Cingular buying out At&T
the need may drop  but the tax write off would be a great selling point
 just my 2 cents wprth
