This is why IN state I just forward by call sign. There really is no use in 
forwarding by hier other than you will have more lines in your forward file 
if more than one bbs uses the same hier. I don't think this really is a 
problem right now. Just set your forward file up to forward by callsign 
within the state. This way you will only forward a message for bbs A to bbs 
A only and not have to worry about it going to bbs B..
