[FADCA] Packet & NTS Traffic

All this is the responsibility of the NTS packet user who reads NTS messages
on BBS... Not the SYSOP of the BBS (unless he/she is also the NTS user.)

The problem is that if a USER R(eads) the NTS message on an FBB/compatible
BBS it is expected that the user is going to process (deliver or relay)  it!
That is a flaw in the FBB overall concept that can't be cured.  (Classic
Winlink was programmed to force the user to confirm the message was actually
going to be processed in some way.)

The way around the FBB problem, developed in the late 80s, is this:

When an NTS message is R(ead) on the BBS that turns the Status flag to Y
(Yes), read, but that alone does not mean the traffic is dead.  An NTS
message with the Status Flag N or Y is assumed to still in need of manual
processing (i.e. delivered, or relayed in some way). Anyone R(eading) the
message should assume it needs processing.

An NTS  user that actually PROCESSES the NTS message (i.e. moves it to
delivery or relay) must go back to the FBB/BBS and K(ill) the message
turning the Status Flag to "K" which then means this message needs no
additional action by the NTS.  A message with a Status Flag "K" will stay on
the BBS for several days in case some reference needs to be made.

It is the responsibility of anyone who R(eads) an NTS message on a BBS to
take appropriate action.
