[FADCA] Shared IRQs

Fpac does not like to share irq except for the second port on a
drsi type card. SAD, but true. This has not been a problem so far as we
have found 4 port cards that have access to all irq's or used old ide
controllers that have multiple irq's for the serial ports. Actually, if
you want to run the port speed at 19.2k ( we do all 9600b trunks) you
need a newer card with 16550 uarts anyway so the access to more irq's
comes along with it..
We do have irq 9 working at two switches down south.. Boca Raton and
West Palm Beach both have ports using irq 9.
Some old bios slave irq 9 to 2 (I think) so maybe this could be the problem.
