[FADCA] D-Star on 2M

The ARRL HSMM Working Group received some preliminary information from =
ICOM this week concerning a new 2 meter radio, the IC-2200 that has a =
Digital add-in enabling 4.8 kbps operations.  ICOM is billing this as =
their 2 meter D-Star unit.
