Hi John, one of the first things I can think of is make sure the little 
Notepad double extension got ya did not get you.
(make sure the file is not really banner_1.txt.txt)  Notepad will do this 
if you add the .txt extension to a file that all ready has the .txt 
extension. The easy way to prevent this is to use quotes in the file name. 
(save as "banner_1.txt")

Also double check the full path, I think you have some errors in the sample 
above. Should be:
c:\Program Files\TELPAC\banner_1.txt

A quick way to check this is open Notepad and select file -> open menu then 
type in:
"c:\Program Files\TELPAC\banner_1.txt"
