I emailed John Fleming this morning and this is part of his response;
"the serial ports still can be used but I'd rather use the TCP/IP
transmissions...a number of sites do not have the serial card now, the
Hughes techs pulled some out during the upgrade a couple of years ago and
we did not replace them because we were not using the serial system....it
looks like only about 50% of our sites have serial capability and, of
course, serial has to be addressed to a specific site in the text string,
as opposed to TCP/IP which can be broadcast or addressed to single,
multiple or all sits....TCP provides the same result, faster, quicker and
more easily addressable...the TCP can be used with no problem at all and it
wouldn't hurt the system...we are already shipping some amateur radio stuff
across that link in other applications..."
So, it looks like the TCP/IP capability of ESATCOM is available for us to
use.
