Bud sent me a message by packet (yes, we still use it) that addressed my questions regarding what "airmail" is and does in a system of WL2K and other winlink stations.

To try to clarify my use of "Tactical Communications" - my intended definition and application was for any "live-immediate communication that required an immediate - person to person response" which  could be "shelter to EOC in a County", "Shelter manager to Red Cross Disaster response staff" or "County Emergency Manager to SEOC official" or "Chapter Red Cross Disaster Manager to state level Red Cross official" etc. as opposed to a prepared or typed  text, report, file submission or  other file which could be sent through "forwarding."

I do concede that MOST Tactical communications will more than likely be by voice. But, should the need arise, I included it in my proposed diaster communication support suggestions/query/discussion.

I think we have the solid beginnings of a reasonable disaster communication system - just a lot of work yet to be done.
