It is about as difficult as you suggest. One has to take the top cover off
and remove the load and band dial knobs, noting their orientation. Then
remove the front panel screws and tilt the panel down a few inches, as the
lights push in on the bottom corners of the meters, and are held in place by
some studs that also hold terminal strips. After replacing the lamps and
reinstalling them, replace the front panel screws, then reinstall the Load
and Band dial knobs, and put on the top cover.
Also, I would crank out the tune control to 00.0 to take the strain off the
vacuum variable and have a good reference when it nests back together. Mine
has only a slot in U-joint to mate up. That can be tricky too. Good luck
