Take the top off, remove the two screws on the ends of the top piece of the 
front bezel and remove it.  This will help access the meters.  Remove the 
long threaded holders on each side of the meter and tip it forward through 
the front panel. Unscrew the lamp holders and change the bulbs. Not easy but 
not as bad as taking off the front panel.
