[Elecraft] KXPA 100 Hi Dissipation Fault on 15 Meters

Here too. Fault table says "Hi dissipation 228.58 watts."  First time 
I've ever tried 15 meters.
KX3 #08651 and KXPA100 have never been out for service and work fine on 
10, 20, and 40 meters.
