[Elecraft] Windows 10 Update Breaks COM Port for K3 & P3 Utilities

Yep.... I got the 1803 version some time ago....  My K3s/P3 are humming 
right along on Win10 Pro.
K3s is on COM port 7 using the latest FTDI driver (v2.12.28.0)
