[Elecraft] Proposed On-topic indication.

No that is not the only viable answer to this...  I moderate three lists
on Yahoo, MixW, MMSSTV, and Dopplergrams...  All are open posting, and
none of them go as far astray as this list does...  

The moderator needs to crack the whip is all..
