[Elecraft] Proposed On-topic indication.

I agree but it actually does seem too much to ask from the evidence. Maybe folks don't know that you should always add OT to the subject line of an off-topic post. Then after you write it, hit DELETE as its off-topic and has no business on the reflector.
If folks have to share that latest nugget, go to QRZ or eHam or any other place folks throw every passing though out for comment.
I will go back to my hole now and get my delete key ready :)
