[Elecraft] Adding the KPA500 with the KAT3 installed

Bypass it.

I believe in multiple redundancies for critical parts (except amps, too 
expensive).  Besides I may choose to put the K3 in the RV one of these 
days and with the KANT3 in it, it's ready to go.
