This is in fact a deficiency in Debian. Most of the required libs can be installed in a multi-arch configuration where the 32-bit libraries go into a separate directory from the 64-bit libraries. However the gtkhtml package among others does not yet conform to this standard. The 32-bit libraries therefore cannot coexist on the same system as the 64-bit libraries. On Fedora this problem is not there and you can install compat-gtkhtml314.i686 and the Elecraft utilities will display their help.
There are two possible solutions on Debian systems. The Debian project can fix their libraries or Elecraft can make available a version of their utilities compiled for 64 bits. It may take a long time for debian to correct their libraries so I would suggest Elecraft take the time to compile their utilities for 64 bits as an alternate download.
