[Elecraft] K3 - second receiver for split ?

Yes.  When you are in Split, the VFO B (aka second receiver) is your transmit frequency.  I'd suggest not cranking the width down on the sub receiver because you would like to be wide enough to find where the current lucky operator is transmitting.  A wide filter width for that will make it easier (and a P3 makes it like shooting fish in a barrel). 
 
You can set the sub rx width independently from the main rx width two ways.  One was is to set a wide width on the main and then double tap A>B to transfer the vfo freq and filter characteristics to vfo b.  The other way is to hold BSET and then adjust the width for B and then tap BSET when you are done.
