Mark,

Check the position of JP5 and JP6 - they should be on pins 2 and 3 for 1 
mW drive.
It is also possible that the Q6 circuit is not functioning properly.  It 
is bypassed for the higher drive power, and only in-circuit for 1 mW drive.
