[Elecraft] KX3 FW bug and request

First, the bug (FW 1.12). I use scan a lot - it has worked very well on my K2
and on the KX3 as well. But on the KX3, if I switch to a new band, hit RCL
and have the condition that the RCL memory happens to be on the setting I
want, then I hit RCL again - the scan function is not aware that I made a
RCL selection. Workaround is to select an undesired band and then go back to
the desired band during RCL. At that point, SCAN is aware that I made a RCL
selection. This may seem like a nit, but often we tend to scan one band in
particular, and so the RCL selection is often that band by default. It seems
inelegant to need to change the memory selection just to make the MCU aware
that you used the RCL function.

The feature request: we have a wonderful IF PBT that is useful for weak
signals in the lower bandwidths - if the SNR is atmospheric noise-limited,
the SNR goes up as the square root of the PB reduction. It would be nice if,
for say 200 Hz PBW and below, the PBT would step in 20 Hz increments instead
of 50 Hz. Sometimes the APF is not the right filter for the job, and the 50
Hz step seems coarse below 200 Hz.
