[Elecraft] Possible power supply option for the KX3

An ATX power supply is not the best of choices.  PC power supplies often
regulate on the low voltage outputs for the processor, and the higher
voltage outputs are slaved to that.  Without a suitable load on the main
output, the voltage regulation on the other outputs can be very poor.
