Are you running NaP3? I encountered the same thing and found you need to go into the NaP3 setup and set the highest frequency to 148 MHz. It's 54 by default, so the rig control function of the software will always QSY you to 54.000 until you change it.

If you're not running NaP3, perhaps whatever rig control software you use needs a similar setup change.
