[Elecraft] K3 firmware upgrade

Hi Steve,

The recommendation you are referring to obviously has not been updated as
1.3.9.2 would be circa 2010. The current K3 Utility software for Windows is
1.12.3.28. 

If you would provide the messages or symptoms your are experiencing when you
try to download 4.51 someody here will be able to help you.
