[Elecraft] K3 firmware upgrade

I have routinely been able to update software in both K3s in the 
usual manner. I tried to update
to 4.51 today and the latest K3 urility that comes up on the Elecraft 
site is 1.12.3.28. This utility
will not allow me to update to 4.51. I see that Elecraft recommends 
K3 utility 1.3.9.2 but I can find
no evidence of that one on Elecraft' site. What am I missing?
