[Elecraft] K1 Transmitter problem

I've build an RF Probe, and worked through the transmitter signal tracing section.  All of the voltages are within range until I get to the band-pass filter.  I'm just reading .07 volts rather than the 0.5-1.0 that it should read.  I have the 4 band module (40, 30, 20, 15) and the relays click when I change the bands.
