    "Dual purpose" radios are radios that are intended for use, or can be
easily modified to work, in both the amateur bands and citizens band.  The
radio you want would fit the FCC definition of a dual purpose radio.  Those
radios are strictly forbidden under FCC rules.  In fact it is illegal to
import, advertise, market, sell or lease such radios in the United States.
Elecraft could not legally manufacture or sell such a radio.
   BTW, the RCI-2970 that you list among your radios is on the FCC list of
dual purpose radios that are illegal in the US.
