[Elecraft] P3 external knob for QSY and tap

Another way to do this is to send CAT commands to the P3.  Most P3
functions are supported.  The P3 Programmer's Reference is on the web
site http://www.elecraft.com/manual/P3_Pgmrs_Ref_Rev_A2.pdf

You can define custom macros in HRD.  I found that for some reason I
have to prefix P3 commands with a semicolon to get them to work.
(Apparently HRD doesn't like commands that begin with a pound sign.)
