[Elecraft] P3 beta, A/B operation

The "odd" frequency limits appear to be related only to changing
between fixed and tracking modes.  When switching from tracking
to fixed, the display frequency limits are "fixed" at the "odd"
values based on (VFO A +/- span/2) instead of being forced to the
correct "round" (5, 10, 20, 25, 50, 100 KHz) value for the current
span.

Since the fixed/track mode is stored on a per band basis, stepping
through the bands will screw up the frequency limits when moving
from a fixed band to a track band and back.  This behavior has not
changed even with the most recent (private) firmware release.

Simply put, when changing from tracking to fixed mode, the LF end
of the display range should be set to the "correct" round value -
offset from the bottom of the current band by a multiple of span/2
to place VFO A in the center half of the span.  The VFO A cursor
should be shifted to accommodate "round" display limits (as if the
mode had already been fixed) rather than creating "odd" limits
around the "centered" position of the VFO A cursor.

In addition, Fixed/Track should be a global setting ....
