[Elecraft] linux/wine for K144XV/K3 Utility

The various utilities get their inventory of serial ports from the registry under HKEY_LOCAL_MACHINE/HARDWARE/DEVICEMAP/SERIALCOMM. Device drivers install values here in Windows.
