Quite simply because their IBEW (electricians union) clients will not
allow it.  Low voltage wiring can be done by anyone - or does not need
the extensive safety training required for high voltage systems - and
the unions are not about to allow "their jobs" to be taken over by
low voltage (cable, telephone and IT) technicians.
