Yes, you should be able to use the PTT IN connector with your
footswitch, but there seems to be something wrong with your footswitch
or the adapter.
Use your ohmmeter and measure the resistance from the RCA plug to the
shell. It should be infinite with no action at the footswitch, and zero
ohms with the footswitch depressed. Any variation from that indicates a
problem with either the footswitch or the adaptor.
