[Elecraft] Revision 3.97; is it still Beta?

Don is incorrect on the release of 3.97.  We just went final on 3.97 
this morning.

K3 Utility should now reflect this when checking releases.

As don said, 3.99 is in just internal Alpha testing and will not be 
released at that level. It will probably be 4.00 when the alpha test 
issues are corrected and it is released for beta.
