The bail is supposed to be tight, and that makes it difficult to 
install.  It is unlikely you can do it with finger compression alone.
I use a small woodworking clamp when I install one, but the band clamp 
suggestion made earlier is even better - the large pads on the 
woodworking clamp are difficult to work around.
Whatever you do, work safely - a compressed spring can be a dangerous 
thing until it is fully secured, make certain it stays in the clamping 
mechanism until you are finished.

There *is* a way to mount the bail without using a clamp (and it is 
safer).  Attach the first foot, and then temporarily use the longer 
(black) 4-40 screws that will eventually be used for mounting the PA 
transistors.  You can insert those screws at an angle enough to start a 
nut on them (forget the lockwasher for now.  Once you get these two long 
screws started onto the nuts, begin to tighten them (they will pull up 
straight and compress the bail at the same time.
Now remove the long screws - one at a time - and replace them with the 
proper screws, lockwashers and nuts.
