[Elecraft] K3 PB Ctrl Shift .01/.05

Drew,

I never imagined anyone would switch back and forth between .01 and . 
05 kHz SHIFT steps when I added this feature. Our customers who had  
lobbied for .01 kHz tried this setting, then (presumably) kept it that  
way.

The passband has to be normalized after changing this setting in order  
to clean up internal variables associated with SHIFT and WIDTH.
