It's only complicated if one demands the computer do the touching. 

My 1940's straight key and 1950's bug never require rebooting or software
upgrades and any variations in timing are solely at the discretion of the
operator.

WINKEY has been around for quite a while now.  It is supported by 
contest and logging programs.

If you have a parallel port you can send CW without WINKEY OK..  Many 
contesting programs will send CW just fine via the LPT port. 
WIN-XP needs DLPORTIO drivers to achieve non-stuttering CW. 

Be careful.  WINKEY comes in several versions.   Make sure your software 
supports the appropriate version.
