[Elecraft] FM test results - not good for U.S.

Traditionally, VHF repeaters in the US use around 5 kHz deviation.  On
the HF bands, 2.5 kHz is used to comply with FCC regulations:
                                                                
    S 97.307 Emission standards.
    ...
    (f) The following standards and limitations apply to 
    transmissions on the frequencies specified in S 97.305(c) 
    of this Part.
    (1) No angle-modulated emission may have a modulation 
    index greater than 1 at the highest modulation frequency.
                                                                                In section 97.305(c), note (1) applies to all amateur frequencies below 29.0 MHz.  I think they most people use 5 kHz for 10 meter repeaters above 29 MHz.
