[Elecraft] VSPE with RTS-DTR status

Again addition 

Sometimes , for examplle in Writelog  ,
work all correct if 
in VSPE uncheck RTS-DTR and also modem redirect
try do two setup and save as for each applications.
it easy ...
VSPE also do pair virtual port  and remote TCP ports.
