With the good tracking tools available with UPS, I really don't
understand why anyone would want to require a signature on delivery -
especially for delivery to a residence since there is always a chance
that no one would be home when the UPS man arrives.

I, too, live in a place where it's not likely anything would be stolen.
However, our UPS driver is happy to put parcels in specified locations, such
as on a back porch, if asked (and there are no man-eating dogs or bears
around ;-) Our driver volunteered to do that, but I told him to keep it
simple. In this neighborhood kids sometimes leave bicycles sitting on the
roadside (no sidewalks) overnight without a second thought.
Like all personal services, the service one gets varies according to the
individual providing it. Because I get packages very frequently, I've always
found it beneficial to get to know the delivery people and the postal
carrier and ask them what works best for them. A little consideration, even
just asking when there's nothing that needs be done differently, makes a
huge difference. It's right up there with a heartfelt "thank you" when we do
meet face to face, or a friendly wave when the truck passes by on the road.
