[Elecraft] K3: CW delay is used when exiting XMIT mode manually

Hi Lexa,
We had a long thread about CW MOX a while back, and the final statement on the
matter was that there is no delay when used in this way -- on immediately when
you press the switch, off immediately when you release the switch.
