Jerry, W4UK, gets a Kewpie doll for noticing that such a DMM would not be
very good, measuring a 1k resistor at just a bit over 1 ohm! 

So what's a comma vs a decimal point between Hams?

defective because it read 1.005 ohms when connected across a 1k 1%

It's easy to get into it even knowing the absurdity of it all. Long ago I
replaced my digital watch with a conventional dial watch because it bugged
me to see it say 4:03:32 when all I cared about was that it was a "about 4
o'clock". I think the final straw for me was when I discovered myself
checking it against WWV to see if it had gained or lost a second since
yesterday.
