[Elecraft] ICE 419 interface

Yes, The ICE 419B requires pull to ground so the W9XT or 
Top Ten decoder will work directly.  With four 2.2 - 4.7K 
pull-up resistors, the W9XT decoder is the "low cost" 
solution.
