Would this method work?

Put the K2 into test mode (see manual page 100) and measure the key down TX
input power (disables PA).

Your maximum allowed input power is 10W plus the figure measured.

The rules for this specify a limit of 10 watts DC input.  Is there
any sensible way of calculating a, non-zero,  absolute lower bound for 
the power consumed by the K2 driver and exciter, so as to be able to
honestly say that the PA DC input is less than 10 watts without
limiting the total current to 750 to 800 mA to make the whole
transceiver transmit mode DC input be under 10 watts. Assume a K2
with the standard output transformer windings.
