[Elecraft] restrictive CQs? SKCC, Fists etc. - protocol on who we can play with

It's been my experience that those calling CQ FISTS or
SKCC or NAQCC what to have a "real" QSO not just a 599
and away we go.

I've yet to have an unpleasant QSO with anyone from
any of those groups.

They may send a bit slower, or be neophyte code
operators, so a bit of patience is needed from time to
time. Well worth it to help someone improve their code
skills.
